The City Government of Manila has introduced a new public warning system and early warning monitoring framework designed to strengthen disaster preparedness, emergency response, and public safety across the city. The initiative is being implemented by the Manila Disaster Risk Reduction and Management Office (MDRRMO) under the leadership of Mayor Francisco “Isko Moreno” Domagoso.

Manila is regularly exposed to severe tropical storms and recurring seasonal flooding due to its coastal location and high population density. City officials have pointed to the rising frequency and intensity of extreme weather events as a key reason for strengthening the city’s warning infrastructure.

The new public warning system combines outdoor warning sirens, weather monitoring technologies, and centralized emergency management tools to improve disaster preparedness and public safety across the city.

Outdoor Warning Sirens Strengthen Manila’s Public Warning System

The Pavian outdoor warning system provides reliable emergency alerts, voice announcements, and mass notification capabilities for large urban areas. A key component of the project is the deployment of Pavian electronic warning sirens in vulnerable and densely populated districts of Manila, particularly in low-lying coastal areas near Manila Bay.

The sirens are intended to:

  • Provide immediate alerts for typhoons, flooding, storm surges, fires, and other emergencies
  • Support rapid evacuation procedures in high-risk communities
  • Operate during power interruptions through backup power systems
  • Be activated remotely by the city’s disaster management center

The system is intended to improve the speed and reach of public warning messages, particularly in areas where communication infrastructure may be limited during extreme weather events.

Siren Pavian Outdoor Warning System Enables Digital Remote and Local Activation in Manila

Designed for tropical environments, the system supports both local and remote emergency activation. Its robust construction and communication infrastructure help ensure reliable operation during severe weather events and other emergency situations.

The sirens are housed in stainless steel enclosures with IP56 protection, ensuring resistance to dust, heavy rain, and harsh weather conditions typical of tropical climates. The enclosures are equipped with anti-tamper security locks to prevent unauthorized access and maintain system integrity in public outdoor locations. These locks are also IP66-rated, providing additional protection against dust ingress and high-pressure water exposure.

Each siren is equipped with advanced digital signal processing (DSP) technology, enabling high-quality voice announcements and powerful warning tones. This ensures that emergency alerts and evacuation instructions remain clear and intelligible even in noisy urban environments.

The outdoor warning system supports both on-site activation and remote control from a centralized command center, allowing authorities to respond quickly and effectively to developing emergencies. Remote testing of all critical functions further helps maintain operational readiness without the need for physical inspections.

Communication between the sirens and the control center is provided through digital radio transmission, ensuring reliable command delivery even when conventional communication networks are disrupted during disasters.

Automated Weather Monitoring Stations

In addition to the sirens, the city has deployed automated weather stations (AWS) that continuously collect real-time meteorological data. These stations measure key environmental indicators including rainfall intensity, wind speed, and atmospheric pressure.

The collected data is transmitted to disaster management authorities to support early detection of severe weather conditions and improve forecasting accuracy. Officials expect this information to enhance decision-making during rapidly evolving weather events.
