On June 4, 2025, Telegrafia hosted a live webinar titled “When Every Second Matters: How Sirens Enhance Hurricane Preparedness.” After witnessing the devastating impact of last year’s hurricane season on many communities, we felt a strong responsibility to showcase how our technology can contribute to improving emergency safety and preparedness. The event was primarily tailored for County Emergency Managers and Public Safety Personnel in hurricane-prone regions of the United States. 

To our pleasant surprise, the session also attracted strong interest from the private sector—particularly companies involved in safety and emergency management. This confirmed to us that reliable early warning systems are not only a top priority for public agencies, but also for safety-focused businesses commited to protecting people and infrastructure during critical events. 

Why Sirens Still Matter in the Digital Age

Throughout the webinar, our experts explored how the role of sirens has evolved in the 21st century—and why they remain just as relevant today. Far from outdated, modern electronic sirens are highly effective, adaptable, and increasingly integrated with broader emergency communication systems. With features like voice announcements and remote activation, sirens provide clear, actionable information to communities in real time. 

We discussed why audible warning devices are still essential today particularly in situations where people may not have access to digital alerts or mobile communication. Sirens are uniquely capable of delivering immediate, wide-reaching warnings in both tone and spoken word—ensuring that communities can act quickly when seconds count. 

Critical Part of the Emergency Communication Ecosystem

The webinar also covered how sirens can complement existing emergency alert systems by improving communication efficiency and ensuring redundancy. Rather than replacing other tools, sirens enhance the overall effectiveness of emergency response by ensuring no one is left uninformed. 

Real-life examples of siren deployments in disaster-prone were shared to illustrate their impact, along with practical applications of our Pavian Car and Pavian Portable sirens—mobile units that can be deployed rapidly in emergencies, especially where infrastructure is limited or damaged.

A Record-Breaking Season

The 2024 Atlantic hurricane season was one of the most active and destructive on record. Between June 1 and November 30, there were 18 named storms, 11 of which became hurricanes, and 5 intensified into major hurricanes (Category 3 or higher). This activity surpassed the 30-year average and resulted in over 400 fatalities and approximately $130 billion in damages, making it the third-costliest season on record.  

Impact on the United States

Five hurricanes made landfall in the continental U.S., including Beryl, Debby, Francine, Helene, and Milton. The southeastern states—particularly Florida, Georgia, North Carolina, and Tennessee—experienced severe impacts, including: 

• Widespread flooding 

• Power outages 

• Significant infrastructure damage 

• Major disruptions to fuel and supply chains, especially in Florida 

Key Hurricanes of 2024

Hurricane Beryl

The earliest Category 5 hurricane ever recorded in the Atlantic. It caused catastrophic damage in Grenada and Jamaica. In Texas, Beryl left 2.7 million homes without power. The storm caused at least 44 deaths, many related to heatwaves and medical equipment failure during extended blackouts.Economic impact: Estimated at $28–32 billion, with insured losses of $2.5–4.5 billion. 

Hurricane Helene

Made landfall in Florida as a Category 4 hurricane, triggering catastrophic flooding and causing damage to over 126,000 homes. Helene was the strongest hurricane ever recorded in Florida’s Big Bend region. It became the deadliest Atlantic hurricane since Maria (2017) and the deadliest to strike the U.S. mainland since Katrina (2005).
Death toll: Over 200 fatalities, mostly in the  southeastern U.S. Power outages: Affected over 4 million homes. 

Hurricane Milton

A fast-intensifying Category 5 hurricane with 180 mph winds, Milton caused extensive destruction upon landfall in Florida. It led to flooding, tornadoes, widespread blackouts, landslides, road collapses, and significant infrastructure failures across affected regions. 

The Hidden Side Effects of Hurricanes

While hurricanes are commonly associated with destructive winds and coastal storm surges, the 2024 season highlighted an even more dangerous reality: the secondary impacts. These included: 

• Prolonged inland flooding 

• Long-term power outages 

• Landslides 

• Tornadoes generated far from the coast 

These delayed consequences were especially devastating for rural and low-lying communities, where gaps in warning systems, delayed response times, and limited access to emergency information left many people vulnerable. This underscores the urgent need for more robust, inclusive, and multi-channel emergency communication systems.

Dams are critical infrastructures that provide renewable energy, water supply, and flood control, but they also pose potential risks to surrounding communities if not properly managed. Located on the Xingu River in the state of Pará, northern Brazil, the Belo Monte Hydroelectric Plant is the 4th largest hydroelectric power plant in the world by installed capacity. It ranks behind: 

• Three Gorges Dam (China)

Norte Energia, which holds the concession for the Belo Monte plant, supplies energy to 60 million Brazilians thanks to its capacity of 11,233.1 MW, covering up to 12% of Brazil’s electricity demand.

When someone says “restoring an old radio,” many of us imagine just a dusty piece of non-functional furniture. But some radios don’t deserve to remain just retro decorations – they deserve a second chance. And the Liberator – the Telegrafia C420 radio from 1945 – is certainly one of them. 

Since this namesake “predecessor” is interwoven with our company’s history, we decided to breathe new life into it. Specifically, the engineers from our hardware development team have placed the shem into this Golem — and thanks to their efforts, we are not only reviving postwar-era technology, but also restoring a piece of our company’s heritage that proudly recalls our roots. 

A Radio with a Story

The Liberator is no ordinary device. Its development began during World War II, but it wasn’t manufactured until after the war ended. That’s why it was given the symbolic name “Liberator.” It was the last model to bear the Telegrafia brand, as shortly thereafter the company was nationalized and absorbed under the Tesla brand (Pardubice, CZ). 

Our specific piece was made in 1945. It was manufactured for just two years and is truly a piece of history – now 80 years old! 

How Radio Worked Before Smartphones

By today’s standards, it may seem like a technological dinosaur. But don’t be fooled – its operating principle is, in many ways, the same as in modern radios. It uses what’s known as a superheterodyne – a signal processing technology that is still used today. Of course, we’re simplifying things a bit – components have shrunk, modulation methods have evolved, but the core principle remains mostly the same. 

The radio has four frequency bands (long wave, medium wave, and two shortwave bands) and even a phonograph input. Its output is around 2.5 W – enough to fill a living room in the mid-20th century with sound. 

The Journey from Past to Present

When the radio arrived to us, it was clear it had undergone multiple repairs. It already contained some Tesla-branded parts. The first step in the restoration was removing dust, cobwebs, and checking the electronics. Thankfully, this phase didn’t involve removing any dead rodents – which, believe it or not, is not uncommon in similar restorations. 

Back when the Liberator was manufactured, paper capacitors were used as dielectrics. These were impregnated with a special compound and sealed with asphalt in a hard rubber tube. But time changes everything – over the decades, the asphalt lost its seal, the paper absorbed moisture, and failures followed. So we had to replace them all. One of our priorities, however, was to preserve the authentic look of the components, as well as the radio’s original appearance. 

What else? We repaired the volume potentiometer, cleaned the switch mechanism, and gradually restored all functional blocks. One of the biggest challenges was fixing the intermediate frequency transformers. While a previous technician simply disconnected one of them, our team chose not to cut corners – we returned everything to its original state. 

Even Beauty Deserves Attention 

Step by step, wire by wire… the radio was technically functional again. It played beautifully through the phonograph input, received signal from a radio transmitter, and the magical tuning eye on the scale glowed again. It was time to focus on the exterior and refine the appearance. 

The cabinet was left with its original lacquer – we only cleaned it and repaired minor blemishes. We replaced the dirty speaker cloth and added a vintage-style linen-braided power cord. The result? A radio that not only sounds great but looks impressive – a dignified tribute to a time when technology was crafted with both heart and hands. 

What Can You Tune In Today?

Although long and medium wave broadcasts are no longer active in our region, the radio is fully functional. At night, when conditions are best, it can receive shortwave broadcasts from various parts of the world. And if you connect a phonograph – or another analog source – the Liberator becomes a fully functional music player once again. 

Restoring this historical radio was a blend of technical skill, respect for the past, and a touch of patience. But the result – that’s pure nostalgic joy.

Hurricanes are among the most destructive natural disasters, combining ferocious winds exceeding 125 mph (200 km/h), torrential rains, and storm surges that can overwhelm entire communities in hours. Since hurricanes occur most frequently across the American continent—particularly in coastal regions of the United States—this article focuses on the urgent need for effective warning systems in these high-risk areas, where early and reliable alerts are not just helpful—they’re life-saving. 

Hurricanes: An Unpredictable Threat

The unpredictable nature of hurricanes makes them particularly dangerous. Unlike some natural disasters with clear geographic patterns, hurricanes shift courses rapidly, grow in strength with little warning, and affect wide areas. In places like Florida, Texas, and Louisiana, where dense populations meet vulnerable coastlines, timely alerts are essential to avoid chaos and minimize loss of life. 

Why Mobile Alerts Alone Aren’t Enough

In recent years, public authorities in the U.S. have increasingly relied on mobile alerts and broadcast systems like Wireless Emergency Alerts (WEA) and the Emergency Alert System (EAS). While these tools are vital, they depend on several fragile conditions: 

• Mobile networks must be operational. 

• People must have their phones charged and within reach. 

• Indoor environments or poor coverage may limit reach. 

• Alerts may be delayed, misunderstood, or missed altogether. 

• Vulnerable groups may lack access or the ability to respond to mobile alerts. 

This over-reliance can be risky. During disasters, networks often collapse due to infrastructure damage or congestion. In such cases, mobile alerts become ineffective. This approach also overlooks the needs of vulnerable populations who may not have access to mobile technology or may not react promptly to alerts. Elderly individuals, young children, and socially excluded groups such as the homeless are especially at risk. These communities often lack constant access to smartphones, may have limited digital literacy, or live in conditions where alerts are difficult to receive or act upon. For them, audible and location-based warnings—like modern electronic sirens—remain one of the most effective ways to receive critical information in time. 

Sirens Reimagined: The Pavian Advantage

Third Approximation to the Problem’s Interpretation

Let us suppose that 

• the valley is rocky, 

• the valley creates bends and meanders, and 

• the valley’s walls are sloped; that is, they do not form a right angle with the valley bottom but are inclined to some extent. 

Under these conditions, meanders in a river valley will de facto lead to a combination of the above phenomena, i.e., reverberations, echoes, and the redirection of the sound wavefront initially heading downwards parallel to the valley’s slope into an open space, i.e. an undesirable area. 

This leaves the designer forced to rely on only that fragment or part of the front of the advancing sound wave that can bridge the entire valley and has an adequate angle to hit the target area, as shown in Figure 15. 

Imagine that the valley was not there, only the source of a warning signal at an adequate height and straight-line distance above the target area. This forces the designer to consider other factors that will not be described at this point, only listed, such as  

• a wind speed vector (speed and direction) and 

• a temperature altitude gradient. 

These two factors significantly affect the conditions for reaching the target zone from a source on the dam wall.  

The complex interplay of all these adverse factors may occur (following Murphy’s laws) together with the predictable absorption losses (given by the actual temperature and humidity), and a shadow zone will form over the target area. However, this is not the subject of this article. 

Fourth and Final Approximation to the Problem’s Interpretation

Even in rare situations where the canyon effect is at work, vegetation on a valley’s slopes and bottom can decimate sound wave propagation. Again, although it is not the subject of this article, the unavoidable dissipation of sound energy on a forested surface leads to its absorption and multiple scatterings. Attenuation on a grassy surface is also quantifiable. Still, the complex propagation shapes of the (broken) sound wavefront make this aspect irrelevant, as illustrated in Figure 14, except for those close to the target zone when the wave propagates almost parallel to the surface (at the slight, so-called grazing angle). 

Finally, here is some advice: When in the mountains, shout down to the nearest opposite slope. You will hear an echo, but it won’t be heard in the valley below. 

Conclusion

A natural valley rarely produces a canyon effect, and the designer must rely on the part or fragment of the sound wavefront that propagates over the valley. The vertical radiation diagram of the acoustic set/assembly, weather and humidity conditions, temperature altitude gradient, and vegetation logically play a primary role in this context (Figure 15). 

Conclusion after Conclusion

This is the end of our sonic odyssey through a dam valley. If you thought that sound is like a fairy travelling through a valley where mountains act as natural megaphones, you were probably surprised to discover that the reality is a little more complex. You might have found that while the valley may act as a perfect sound tunnel, various obstacles – from bends and meanders of a river to vegetation – can scatter the sound signal and reduce its effectiveness. As a result, designers cannot just take advantage of the beauty of nature but have to deal with several factors to ensure that the designed signal is audible and intelligible.  

If you ever find yourself at the top of a valley and shout for everyone to hear you, you may need to work a little harder to ensure you hit the target and do not echo loudly across the valley.

Wildfires are unpredictable because their behavior is driven by external forces. One spark is enough, and within minutes, large areas can be in danger. Add a sudden change in wind direction, and everything shifts. Wildfires can spread at speeds of up to 20 km/h, and if you’re not warned in time, there’s simply no time to react. In situations like this, every second matters. 

To put it in perspective — in grassy terrain, fire can spread even faster, reaching speeds of up to 22 km/h. That’s more than 300 meters per minute. In mountainous or windy areas, the speed increases even more, making response times incredibly short. These numbers aren’t just theoretical; they reflect real scenarios we’ve seen across Europe and around the world.

Many of today’s warning systems just aren’t fast enough. They’re slow, rely on manual activation, have limited coverage, and often don’t work in remote areas. Worse still — if the power goes out or infrastructure is damaged, they may fail entirely. 

At Telegrafia, we chose a different approach. We designed a flexible wildfire warning system built on a combination of three types of sirens: Permanently installed, portable, and mobile. This allows us to warn people quickly, effectively, and practically anywhere — from city centers to isolated forest roads.
