When a tailings dam fails, time is critical. Huge volumes of water and mining waste can be released into a valley within a very short period, threatening workers, surrounding communities, infrastructure and the environment. This is precisely why tailings dams are among the most critical elements of mining infrastructure.

Their purpose is to safely store material left over after ore processing. However, if a dam fails, the consequences can be rapid and devastating. Monitoring alone is not enough – information about an impending danger must reach people before the flood wave does.

Lessons from the Past, When Minutes Mattered

The history of mining shows that a tailings dam failure is not necessarily a slow process that leaves enough time to respond. In some cases, enormous quantities of material have been released almost instantly, affecting communities and workers located downstream of the dam.

One of the most tragic events was the disaster at El Cobre, Chile, in 1965. A powerful earthquake caused the collapse of tailings dams at the El Soldado copper mine. The resulting mudflow almost completely buried the village of El Cobre and killed more than 300 people. Even six decades after the disaster, it is still described in specialist literature as one of the most serious mining disasters in Chilean history.

Brazil has also experienced devastating tailings dam disasters. When the Fundão tailings dam near Mariana collapsed in 2015, 19 people were killed and approximately 39.2 million m³ of mining waste was released. The mud subsequently travelled approximately 650 kilometres through the Rio Doce river basin to the Atlantic Ocean, making it one of the most serious environmental disasters in the history of Brazilian mining.

Only four years later, the Brumadinho disaster followed. On 25 January 2019, a tailings dam at the Córrego do Feijão mine collapsed, claiming 270 lives. Brumadinho subsequently became one of the main catalysts for the development of the Global Industry Standard on Tailings Management, introduced in 2020.

In Peru, one of the country’s most tragic mining disasters occurred at Chungar in 1971. A landslide from Cerro Chungar fell into Lake Yanahuín, displacing an enormous volume of water that subsequently struck the mining camp on the opposite shore. According to Peru’s INGEMMET, approximately 400 people lost their lives. Although this was not a tailings dam failure, but rather a landslide into a lake followed by a destructive wave, the event dramatically illustrates how quickly a catastrophic scenario can develop in a mining environment and how little time may be available for warning and evacuation.

Similar disasters are not limited to Latin America. In Val di Stava, Italy, the upper tailings dam collapsed in 1985, subsequently causing the failure of a second dam. Approximately 180,000 m³ of mud travelled down the valley at speeds approaching 90 km/h. A total of 268 people were killed.

In the United States, the Buffalo Creek coal waste impoundment dam in West Virginia failed in 1972. Approximately 132 million gallons of water and coal waste were released into the narrow valley, creating a wave up to approximately 25 feet high. The disaster killed 125 people, injured at least 1,100 and left approximately 4,000 homeless.

What do these events have in common? When a tailings dam fails, detecting the danger in time is not enough. The warning must reach people at risk quickly enough to give them a real chance to respond.

From Experience to Regulation: What Does Legislation Require Today?

Past tragedies have gradually changed the way governments approach tailings dam safety. In some countries, monitoring the dam and having an emergency plan are no longer sufficient. Modern legislation increasingly addresses how the population must be warned, as well as evacuation, system testing and redundancy.

One of the clearest examples is Brazil, where tailings dam disasters have led to significantly stricter mining dam safety regulations. Federal Law No. 12,334/2010, strengthened by Law No. 14,066/2020, explicitly provides for the installation of an audible warning system as part of the emergency action plan.

The current ANM Resolution No. 95/2022 goes even further: for specified categories of dams, it requires automated siren activation, with automatic activation complementing both local manual and remote control. For selected communities within the Zona de Autossalvamento (ZAS) – the Self-Rescue Zone, where the time available for intervention by emergency services is too short – the regulation explicitly requires a “sistema sonoro ou outra solução tecnológica de maior eficácia, com redundância”, meaning an audible warning system or another more effective technological solution with redundancy.

Even more detailed requirements apply in the state of Minas Gerais. The warning system must cover all people located within the ZAS, including persons with disabilities or special needs, and the system must be redundant. Regulations also address standardisation of siren sounds and emergency messages, coordination of alarms where multiple dams are located in the same valley, regular drills, and continuous readiness for system activation.

The Brazilian approach therefore clearly demonstrates that modern tailings dam warning is no longer simply about having a siren. It requires a complete, functional and regularly tested system capable of responding within seconds and minutes.

In Peru, Supreme Decree No. 034-2023-EM amended mining safety regulations in 2023 to introduce specific requirements for tailings management. Article 419 establishes that the emergency preparedness and response plan must take into account the possibility of a tailings dam malfunction or collapse.

Based on the results of risk identification and assessment, the response protocol should include “sistemas de detección de anomalías, alertas sonoras con decibeles y sonido diferenciado” – systems for detecting anomalies and audible warnings with a defined decibel level and distinguishable sounds – together with notifying affected persons, informing the relevant authorities and carrying out evacuation. These provisions remain part of the current edition of Peru’s mining safety regulations published by MINEM in 2026.

The Peruvian regulation is particularly noteworthy because it does not merely establish a general requirement to “warn the population”, but explicitly refers to:

• audible warnings (alertas sonoras),
• a defined sound level (decibeles),
• distinguishable sounds for individual warnings (sonido diferenciado).

In Chile, the main regulation governing tailings dam safety remains Supreme Decree No. 248/2006. It requires the emergency manual to include mapping of potentially affected areas, anomaly detection systems, alerts, notification of the relevant authorities and evacuation. The regulation itself does not specify a particular warning technology; however, sirens are used in industry practice. In its guide for preparing tailings dam emergency plans, Consejo Minero mentions, for example, a “código de sirena” as one of the tools for communicating with potentially affected communities.

In Colombia, Decree 539 of 2022, which regulates safety in open-pit mining, requires safety protocols to include communication between workplaces and the external environment of the mine, including “sistemas de alarma y alerta” – alarm and warning systems. The emergency plan must also include alarm systems, standardised response procedures and at least one emergency drill per year involving workers.

Detecting the Danger Is Not Enough

Past disasters and current regulatory developments demonstrate that monitoring the condition of a tailings dam and knowing that a problem has occurred are not enough. Warnings must reach people quickly, clearly and reliably, even if the power grid, mobile communications or one of the communication channels fails – and, most importantly, before the disaster itself reaches them.

This is why modern safety frameworks increasingly include requirements for audible warnings, redundancy, multiple activation methods, regular testing and integration of the warning system with monitoring, evacuation plans and civil protection.

When an earthquake begins, every second matters. An earthquake early warning system can provide those valuable seconds by detecting seismic activity and rapidly activating warning and emergency response systems. 

It is important to understand that earthquake early warning does not predict earthquakes. The earthquake has already started when the system reacts. The warning is possible because different seismic waves travel at different speeds, while digital information can be transmitted much faster. 

The first waves to arrive are P-waves, which are generally less damaging than the stronger shaking that follows. Seismic monitoring equipment can detect these first signals, evaluate the event and send an alert before stronger ground motion reaches a protected location. Depending on the distance from the earthquake source and the system architecture, the available warning time may range from only a few seconds to a longer period. Areas very close to the epicenter may receive little or no advance warning. 

In simple terms, the process can be described as: 

seismic sensors → detection → evaluation → communication → sirens → Vektra® → first responders → automated actions  

How Seismic Sensors Detect an Earthquake

The warning process starts with seismic monitoring equipment. Seismometers and strong-motion sensors measure ground movement and convert it into data that can be analyzed automatically. A seismometer works using the principle of inertia. While the instrument moves with the ground, an internal mass reacts differently to that movement. This difference can be converted into an electrical signal representing ground motion. 

Modern seismic monitoring systems can identify seismic signals and evaluate whether predefined warning conditions have been reached. Regional systems may use data from several monitoring stations to estimate the location and magnitude of an earthquake or the expected level of shaking. Local systems can also operate using predefined thresholds or alarm outputs.

For example, a SCADA-based system can be connected to infrastructure so that a critical event triggers an action such as shutting off a gas supply. 

Similar principles are used in earthquake early warning systems worldwide to protect industrial equipment, transport systems and critical infrastructure. Automated systems can react immediately, without waiting for a person to assess the situation manually. This is especially valuable because earthquake early warning may provide only a few seconds of reaction time. 

The overall effectiveness of the system therefore depends on the complete chain: reliable seismic detection, rapid evaluation, fast communication, public warning, first responder notification and automated response.

Flood warning sirens remain a critical part of public safety, even in today’s digital era. Relying on mobile alerts, apps and online communication may seem like the most convenient and cost-effective way to warn the public. But digital communication alone is not enough. The devastating Texas Hill Country floods of July 2025 provided a tragic reminder of why.

One Disaster. Two Communities. Two Different Levels Of Preparedness

On July 4, 2025, catastrophic flash flooding struck communities along the Guadalupe River in the Texas Hill Country. In Kerr County, the river rose by approximately 26 feet in less than an hour, flooding summer camps, RV parks and communities along the river. The disaster ultimately claimed 139 lives across Texas, 119 of them in Kerr County alone. The flooding developed during the early morning hours, when many residents and visitors were still asleep. Although emergency alerts were issued, Kerr County had no outdoor flood-warning siren system in place. [1, 2]

The absence of sirens was not a new issue. Almost a decade earlier, in 2016, local officials had discussed upgrading the county’s flood-warning infrastructure. Former Kerr County Sheriff Rusty Hierholzer advocated for high-decibel outdoor sirens along the Guadalupe River, arguing that they should complement the county’s existing CodeRED phone notification system. His message at the time was remarkably clear: “You need both. You need the sirens, and you need CodeRED.” [1]

The proposed system was never implemented. Following the 2025 disaster, Texas Lieutenant Governor Dan Patrick reflected on the missing warning infrastructure: “There should have been sirens here.” [1]

 Just 20 Miles Away, the Story Was Different

Approximately 20 miles away, the small community of Comfort in Kendall County also faced rising waters — but its warning infrastructure included an additional layer.

Only a year earlier, the community had invested in an outdoor warning system consisting of two sirens. One of them was connected to a U.S. Geological Survey water-level sensor at Cypress Creek, allowing the system to be activated when water reached a predefined level, while still supporting manual activation. But Comfort did not rely on sirens alone. [3]

Emergency officials began monitoring the situation during the night. A command post was established at the local fire station by 4:30 a.m. The first wireless emergency alert was issued by 5:30 a.m., followed by additional alerts and a mandatory evacuation for residents near the river. At 10:52 a.m., both outdoor flood-warning sirens were activated. The sirens provided another direct warning to the community — one that did not depend on residents checking a phone, opening an app or being subscribed to a particular notification service. As Comfort Volunteer Fire Department Assistant Chief Danny Morales explained: “People knew that if they heard the siren, they gotta get out.” [3]

Despite significant flooding and damage, no one in Comfort died as a result of the flood. Local officials credited the community’s preparedness and multi-layered warning approach, including the sirens, with contributing to the rapid response. As Cruz Newberry, whose company installed the Comfort warning system, explained: “It’s difficult to ignore a siren blaring for three minutes straight.” [3]

While the two communities did not face identical circumstances, and sirens alone cannot explain their dramatically different outcomes, the contrast highlights an important principle of modern emergency management: No single warning channel can reach everyone, every time.

Digital alerts can deliver critical information quickly, but sending a message does not guarantee that it will be received, noticed or acted upon. As Chief W. Nim Kidd of the Texas Division of Emergency Management explained in the aftermath of the disaster: “Just sending the message is not the same as receiving the message“  [1]

Outdoor warning sirens provide an additional, independent layer — bringing the warning directly into the physical environment and helping authorities reach people who may not see, hear or receive a digital alert — including children, older adults, people experiencing homelessness, and those with limited access to mobile technology. They are especially critical at night, when people may be asleep, away from their phones or simply unable to react to a notification in time.

It raises a fundamental question for every community: How do we value human life — and how much should we invest in safety infrastructure to give every person the best possible chance of receiving and acting on a warning when disaster strikes?

 From Traditional Sirens to Smart Warning Systems

 Responding to Today’s Security Challenges

Telegrafia, in cooperation with its partner MicroStep-MIS spol. s r. o., has successfully completed the delivery, installation and commissioning of a GIBON siren early warning system in Shahimardan, located in Uzbekistan’s Fergana Valley. The project was implemented under the United Nations Development Programme (UNDP) in close cooperation with the Ministry of Emergency Situations of Uzbekistan.

Located in eastern Uzbekistan, the Fergana Valley is one of the most densely populated regions in Central Asia. Surrounded by mountains, the area is particularly vulnerable to flash floods, mudflows and landslides, making reliable early warning systems essential for protecting local communities.

 Autonomous GIBON Electronic Sirens for Early Warning

The project included the installation of three autonomous GIBON siren systems at key locations throughout the area:

• Ministry of Emergency Situations operational centre
• Local primary school
• Pulmonology Sanatorium

Each installation includes a GIBON electronic siren, intelligent control electronics, battery backup, solar power supply and a robust mounting structure designed for reliable operation in demanding environmental conditions.

Following installation, all systems successfully passed functional testing and were officially commissioned. Comprehensive on-site training was also provided to emergency personnel, covering system operation, routine maintenance and manual activation procedures to ensure readiness during emergency situations.

 Modern Early Warning Systems Improve Disaster Preparedness

The GIBON  siren is a compact yet powerful electronic warning solution designed for industrial sites, critical infrastructure and local public warning applications. Thanks to its low power consumption and autonomous solar operation, it is particularly suitable for remote locations where access to a stable power supply may be limited.

Electronic siren testing plays a critical role in ensuring that public warning systems are ready when an emergency occurs. During every scheduled test, the system verifies not only the warning signal itself but also communication, power supply, diagnostics, and the overall readiness of the entire warning infrastructure.

The siren sounds. Most people know it is a scheduled test and continue with their daily activities a few moments later. Few realize, however, that during those few seconds, much more than the siren’s sound is being verified.

In reality, a comprehensive inspection of the entire public warning system is taking place. The goal is not only to confirm that the siren can produce a warning signal, but also to verify the readiness of the technology that may determine the speed and reliability of public warning during a real emergency.

That is why testing is one of the most important aspects of operating electronic sirens.

Testing Is More Than a Routine Siren Check

At first glance, a siren test may seem straightforward—the system is activated, a warning tone is played, and the test is complete.

In practice, however, its purpose is much broader. Testing verifies whether the entire solution is ready to operate reliably under real-world conditions. This includes not only the siren itself, but also communication, power supply, diagnostics, and the interaction of all system components.

To verify the readiness of electronic sirens, two basic types of tests are used: audible tests and silent tests. Each examines a different part of the system, and only together do they provide a complete picture of its technical condition.

Audible tests are the ones familiar to the public. During these tests, the warning tone or a voice message is activated, allowing the system to be evaluated under real operating conditions.

During silent tests, the system primarily verifies:

• proper operation of individual subsystems,
• communication between the siren and the control system,
• device configuration, calibration, and diagnostics,
• primary and backup power supplies,
• readiness for immediate activation.

Audible and silent tests complement each other. While audible tests verify how the system performs externally, silent tests provide detailed insight into its internal technical condition.

Their importance also lies in the fact that they can be performed much more frequently than audible tests. This allows operators to identify deviations or emerging faults without waiting for the next scheduled audible test.

Regardless of whether a test is audible or silent, every test provides valuable information about the condition of the equipment. This is one of the greatest advantages of modern electronic sirens.

 The Real Outcome of Testing Is Data

From the public’s perspective, a siren test lasts only a few seconds. For the system operator, however, those few seconds generate a valuable dataset that provides a detailed picture of the equipment’s technical condition.

During each test, electronic sirens record telemetry data, diagnostic reports, test results, and any alarms or deviations from normal operation. This information helps identify developing issues before they can affect the reliability of the warning system.

An earthquake early warning system can provide valuable seconds to protect lives before strong shaking begins. In less than 24 hours, several significant earthquakes struck Japan, California, the Philippines, Papua New Guinea and Venezuela, demonstrating why modern warning systems are becoming increasingly important.

The most devastating event occurred in northern Venezuela, where two powerful earthquakes measuring Mw 7.2 and Mw 7.5 struck just 39 seconds apart, causing widespread damage and triggering one of the country’s largest emergency response operations in decades. At the same time, other seismic events across the Pacific Ring of Fire once again demonstrated that earthquakes remain one of the world’s most unpredictable natural hazards.

However, according to seismologists, the events were independent and occurred on different tectonic plate boundaries. The City Government of Manila has introduced a new public warning system and early warning monitoring framework designed to strengthen disaster preparedness, emergency response, and public safety across the city. The initiative is being implemented by the Manila Disaster Risk Reduction and Management Office (MDRRMO) under the leadership of Mayor Francisco “Isko Moreno” Domagoso.

Manila is regularly exposed to severe tropical storms and recurring seasonal flooding due to its coastal location and high population density. City officials have pointed to the rising frequency and intensity of extreme weather events as a key reason for strengthening the city’s warning infrastructure.

The new public warning system combines outdoor warning sirens, weather monitoring technologies, and centralized emergency management tools to improve disaster preparedness and public safety across the city.

Outdoor Warning Sirens Strengthen Manila’s Public Warning System

The Pavian outdoor warning system provides reliable emergency alerts, voice announcements, and mass notification capabilities for large urban areas. A key component of the project is the deployment of Pavian electronic warning sirens in vulnerable and densely populated districts of Manila, particularly in low-lying coastal areas near Manila Bay.

The sirens are intended to:

• Provide immediate alerts for typhoons, flooding, storm surges, fires, and other emergencies
• Support rapid evacuation procedures in high-risk communities
• Operate during power interruptions through backup power systems
• Be activated remotely by the city’s disaster management center

The system is intended to improve the speed and reach of public warning messages, particularly in areas where communication infrastructure may be limited during extreme weather events.

Siren Pavian Outdoor Warning System Enables Digital Remote and Local Activation in Manila

Designed for tropical environments, the system supports both local and remote emergency activation. Its robust construction and communication infrastructure help ensure reliable operation during severe weather events and other emergency situations.

The sirens are housed in stainless steel enclosures with IP56 protection, ensuring resistance to dust, heavy rain, and harsh weather conditions typical of tropical climates. The enclosures are equipped with anti-tamper security locks to prevent unauthorized access and maintain system integrity in public outdoor locations. These locks are also IP66-rated, providing additional protection against dust ingress and high-pressure water exposure.

Each siren is equipped with advanced digital signal processing (DSP) technology, enabling high-quality voice announcements and powerful warning tones. This ensures that emergency alerts and evacuation instructions remain clear and intelligible even in noisy urban environments.

The outdoor warning system supports both on-site activation and remote control from a centralized command center, allowing authorities to respond quickly and effectively to developing emergencies.
